The successful candidate will be the senior executive on-site, fully responsible for the overall financial performance, schedule adherence, technical quality, safety, and ultimate successful delivery of this highly complex, fault-tolerant facility.

Key Responsibilities & Technical Expertise

This includes expert knowledge of all redundant MEP (Mechanical, Electrical, and Plumbing) systems (UPS, Generators, Switchgear, MV/HV distribution, advanced cooling/chillers, CRAC/CRAH).
  • Commissioning Oversight: Direct responsibility for the comprehensive Integrated System Testing (IST) and commissioning process (Levels 1-5) to guarantee 24/7/365 fault-tolerant operation and reliability before handover.
  • P&L and Financial Management: Full accountability for the $450M project P&L, including managing budgets, forecasting cost-to-complete, controlling expenditures, and securing project profitability.

II. TFO and Utility Interconnection Management

  • Transmission Facility Owner (TFO) Expertise: Must possess a strong, specialized understanding of the challenges and requirements related to high-voltage utility coordination and interconnection with the Transmission Facility Owner (TFO), such as LCRA or major utility providers in Texas.
  • Interconnection Strategy: Strategic oversight of the design, planning, and execution of on-site high-voltage substations and transmission tie-ins. This includes negotiating and managing complex utility contracts, interconnection agreements, and ensuring compliance with all local TFO standards and regulatory tariffs for a facility requiring massive power capacity.

III. Executive and Operational Leadership

  • Client Management: Serve as the primary executive liaison for the client/owner’s executive team, ensuring transparent communication and alignment on all strategic project objectives.
  • Risk Mitigation: Proactively identify, quantify, and implement mitigation strategies for all contractual, schedule, and technical risks unique to large-scale, mission-critical construction.
  • Team Leadership: Lead, mentor, and direct the entire project leadership team, fostering a culture of high performance, accountability, and safety excellence.
