This project represents a monumental undertaking, demanding exceptional performance. A significant contract was awarded on the High-Speed Rail’s Initial Operating Section within California’s Central Valley.
The scope of work covers approximately 32 miles, extending from Avenue 19 in Madera County down to East American Avenue in Fresno County, and incorporates substantial activities within downtown Fresno. Key components of this package include the construction of 12-grade separations for roads and railways, two primary mainline viaducts, a tunnel, relocation of existing railway lines, extensive utility and roadway realignments, two trench segments, and a major bridge crossing the San Joaquin River.

Role Summary
As a Field Engineer with the project team, reporting directly to the Project Manager, your responsibilities will encompass a diverse range of technical and administrative tasks crucial to project execution:
- Analyzing project plans and developing detailed construction schedules, ensuring integration with overall project timelines.
- Collaborating closely with subcontractors on procuring materials in advance and managing pre-construction deliverables.
- Assisting in the process of obtaining quotations, drafting contracts, and ensuring they align with project specifications.
- Preparing comprehensive construction work plan packages, coordinating pre-construction meetings, and verifying all necessary preconditions are met before work commences.
- Generating, updating, and distributing activity schedules, coordinating with various discipline groups and external agencies to facilitate timely notifications and synchronization of work starts.
- Providing daily oversight and participation in field construction activities, including verifying layout accuracy and conducting technical reviews against design requirements, consulting with design engineers as needed.
- Supporting subcontract administration and managing permanent material suppliers by tracking correspondence, submittals, RFIs, and performance data; diligently maintaining accurate payment records.
- Contributing to the preparation of monthly reports detailing progress for payments, schedule updates, and tracking/resolving issues and problems. Ensuring project performance assessments are accurate and fact-based.
- Engaging in the management process for change orders and potential claims.
- Cultivating and maintaining effective working relationships with project owners, subcontractors, consultants, and field personnel.
- Promoting a safe, clean, and efficient work environment by enforcing established procedures.
- Upholding project integrity and the team’s reputation through strict adherence to high standards for workplace safety and best construction practices.
- Identifying and addressing unforeseen site conditions or other factors impacting work planning as they arise.
- Coordinating and participating in pre-bid and construction progress meetings.
- Developing quality control checks and facilitating the acquisition of necessary permits from relevant authorities.
- Assisting subcontractors with the preparation of crossing applications, work plans, and ensuring quality control standards are met.
- Managing and submitting project close-out documentation in coordination with the client and involved third parties.
Required Qualifications:
- A Bachelor’s Degree in Civil Engineering or Construction Management from an accredited institution.
- A minimum of 5 years of experience working on heavy civil construction projects.
- Demonstrated knowledge of construction safety principles and current federal & OSHA regulations.
- Familiarity with project controls techniques, including cost accounting basics, estimating, forecasting, and contract principles.
- Proficiency in critical path method scheduling and resource loading is highly desirable.
- Working knowledge and experience with Microsoft Office Suite; experience with Primavera P6 is advantageous.
- Excellent organizational and time management capabilities.
- Strong verbal and written communication skills.
- A keen eye for detail and the ability to identify discrepancies accurately.
- Possess a strong work ethic; be highly motivated and committed to completing tasks to a high standard.
- Capability to work effectively both independently and as an integral part of a project team.
